Êrê-sîi Bî (/ˈɘrɘ/ /ˈsɪi/ [specific; definite; particular] [dam]) is a subtropical Large Town located in Newbay Dutchy, Pifîkèli Provence, within the Dalandic Empire.

The name Êrê-sîi Bî is derived from the Iron Elvish language, as Êrê-sîi Bî was founded by Shnen Tsèlêm, who was culturaly Iron Elven.

Climate

Êrê-sîi Bî has a yearly average temperature of 30°C (86°F), with its average temperature during the summer being a blistering 35°C (95°F) and its average temperature during the winter being a warm 26°C (78°F). Êrê-sîi Bî receives an average of 149 cm/y (58 in/y) of precipitation, most of which comes in the form of rain during the spring. Overview

Êrê-sîi Bî was founded durring the early 9th century, by Shnen Tsèlêm. The establishment of Êrê-sîi Bî suffered from several major issues, resulting in the need to develop many solutions to basic problems. Problems such as a lack of fresh water, logistical support, poor quality tools, and the odd monster or two. Howeaver, these were overcome in time.

Êrê-sîi Bî was built using the conventions of Iron Elven durring the early 9th century. Naturaly, all settlmentss have their own look to them, and Êrê-sîi Bî is no diffrent. The town's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.

Êrê-sîi Bî is buildings folow an organic layout of broad cobblestone streets whihch gives the town a shape simmilar to a tree, if one views its streets from above. The town is the proud owner of a thick set of fortified walls fashioned from querried stone blocks. While not up to snuff for a fort or castle wall, the town's walls are naturaly much larger than those of forts or castles. Therefore, the construction such a wall is most expencive. Êrê-sîi Bî's buget focused wall would serve its community well in battle in spite of looking unimpressive compared to castles and fortresses. Êrê-sîi Bî's top tier civilian fortifications has sufferd soem light damage, reducing its function a little in some spots, but could almsot certainly preform as expected... Though some of the worse spots could lead to the loss of defenders lives if attackers identified the weaknesses ahead of time.

A look around Êrê-sîi Bî gives you an uneasy feeling. Everything is just a little too worn down, a little too dirty, or both. No one makes eye contact. Kids play quietly, but happily. Occasionally a passerby glances at you out of the corner of their eye, staring jsut long enough for it to be uncomfortable. People seem to be allowed to do as they please with little harmoney to anything. It feels less like a town, and more like a spot people just happened to place their homes.

Civic Infrastructure

Êrê-sîi Bî has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Êrê-sîi Bî. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Êrê-sîi Bî's parks.

Êrê-sîi Bî has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Êrê-sîi Bî.

Êrê-sîi Bî possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.

Êrê-sîi Bî has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Êrê-sîi Bî's natural decorations nor waterways.

Êrê-sîi Bî has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Êrê-sîi Bî has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

Êrê-sîi Bî's bank was built using a different architectural style from the rest of the town. The style used is known for its fluid and florid elaborate style, comprising ornate, asymmetric designs and pastel shades. It is often considered to be a playful, light style, which made exuberant use of curves and emphasized subtle asymmetry in the general shape of its structures. Walls, ceilings and moldings are decorated with numerous interlacing of curves and counter-curves based on the shapes of ‘C’ and ‘S’, along with shell forms and other naturalistic shapes.

In Êrê-sîi Bî sometimes, near one of the seasonal solstices, the sun appears to split into three and it rains from a clear sky for several hours.

The Drake, Forest near Êrê-sîi Bî are known to be almost tame, such that they can be put to domestic use.

Êrê-sîi Bî's citizens partake in a curious ritual relating to their local kami. It takes place in winter and involves long periods of drunkenness to channel Wild Magic energies of tier 1 via divine sermons.

In the case of some antique habitation, the denizens that once lived there might be boiling upward as their home is collapsing, or new opportunities may be revealed even as the community’s present structure is ruined.

Êrê-sîi Bî's roads were poorly made when first laid. Rather than repairing them correctly, a series of new roads was laid atop the old, leading to the streets of modern Êrê-sîi Bî suffering from potholes, cracking, and even sinkholes. The locals often repair the road by putting down wooden decking.
